- A strong understanding of the Quality Measure definitions and terms
- The gathering of significant quantitative data
- Inside the Certified EHR
- Outside the EHR (for example, from billing systems) if all patient visits are not recorded there

EMR’s are at various stages of certification in 2011. Some have been certified and some still await certification. In addition, the final rules dictated changes and updates to most EMR systems. As such, upgrades in the EMR is required, depending on the architecture. In the case of WEB based EMR’s these changes have potentially already been implemented. In stand-alone systems in a physician’s office, they may not have been implemented.
